UN peacekeeping is no longer the sole international instrument for addressing issues of international peace and security. Increasingly and topically, this has also become the business of regional organizations, such as the AU, EU, OSCE, NATO, and CIS, who, under Chapter VIII of the UN Charter, work with the UN in a variety of ways. By this process, new opportunities are being created for combining the capabilities and resources of both UN and non-UN actors to manage complex, international crises. The management of these partnerships requires a mutual understanding and good planning, especially during transition. Chapter 10 discusses the difficulties and challenges associated with the hand-over or termination of a mission. Finally, benchmarks are identified that might be considered when determining if the process of peace consolidation is sufficiently advanced to allow for mission termination or hand-over to another organization.
