About the Course: The dynamic leadership of United Nations peace operations is critical to success in an increasingly complex and transformative operating environment. This course provides knowledge and guidance on the strategic, operational, and tactical activities of mission leaders. It is designed for those in leadership positions in United Nations peace operations or those wishing to understand the issues associated with leading peace operations. Applicable to civilian, military, and police appointments, this course is practitioner-oriented and supplemented with case studies rooted in on-the-ground experience.
The course first provides an overview of the United Nations peace and security architecture and the linkages within the United Nations system that impact peace operations. Subsequent lessons address strategic planning by the Secretariat and on mission, emphasizing the interactive processes that yield mission concepts and directives. The course also examines the multidimensional convergence of stakeholders and cross-cutting issues, such as protection of civilians; human rights; women, peace, and security; and conduct and disciple. Finally, the course summarizes flexible mission support, green peacekeeping, and technology integration as a force multiplier. Seven lessons.
About the Author: Lieutenant General (Retired) Jasbir Lidder is a retired soldier, peacekeeper, and diplomat, now based in Chandigarh, India. During his military career, spanning over 40 years, he has held impressive operational, command, and staff assignments at home and abroad. Jasbir served as United Nations Mission in the Sudan (UNMIS) Force Commander from 2006 to 2008, where he successfully implemented the security protocol of the Comprehensive Peace Agreement (CPA) between Sudan and South Sudan. He later served as Deputy Special Representative of the Secretary-General (DSRSG) on the same mission, where he progressed the political processes and wide-ranging peacebuilding initiatives in South Sudan. Notably, he coordinated the United Nations referendum on independence for South Sudan, resulting in the birth of South Sudan on 9 July 2011. Jasbir is involved with multiple United Nations offices, global think tanks, and training establishments as an expert and mentor. He holds a Master’s degree in Defence and Management Studies and a second Master’s in Defence and Strategic studies.
