Comprehensive Protection of Civilians Training Materials for United Nations Peace Operations: Police Version

Free Tuition for All.

About the Course: Since the Security Council first established the protection of civilians (POC) as an explicit mandate in 1999, peacekeeping has evolved significantly, growing both in size and complexity. During this period, POC has continuously gained in prominence and today ranks as the priority mandate in a number of peacekeeping operations. While POC has sometimes become the yardstick against which mission success is measured, it is arguably also the most challenging mandate to implement. This comprehensive training package combines aspects of POC, Child Protection, and Conflict-Related Sexual Violence for police peacekeepers, describing the complex linkages between these tasks and how to prevent, deter, and respond to interrelated threats.

""The comprehensive protection of civilians, with a focus on children and gender issues, is crucial to ensuring that United Nations peacekeeping operations not only protect but also promote the rights and dignity of all civilians, regardless of age or gender. This course, therefore, is an important tool for training and raising awareness among UN military forces, enabling them to effectively respond to the specific needs of children and vulnerable groups, and contributing to the building of lasting peace. I still believe that many children can be saved through education in schools about peacekeepers. We need support from world leaders for education and the creation of "child guards" in schools worldwide. This course could be better tailored by including specific modules on the protection of Child Guards, with special attention to gender issues. It would be important to address how boys and girls might face different vulnerabilities and risks, and to promote gender-sensitive strategies to ensure their safety, dignity, and equal opportunities for participation."
