Sexual and Gender-Based Violence and International Peace and Security

This course, developed in partnership with the International Peace Institute (IPI), is designed to educate peace operations personnel on sexual and gender-based violence (SGBV). Throughout eight lessons, the course explores several topics and issues related to SGBV to clarify the terminology, patterns, and impacts of this complex and pervasive form of violence. The lessons also discuss and disprove, through case studies of historical and contemporary events, common assumptions about the victims, causes, and perpetrators of SGBV. In later lessons, the course examines the predominant policies and approaches used by the United Nations and other actors in the multilateral system to shape efforts towards preventing and responding to SGBV, as well as approaches that are used in United Nations missions to inform the work of peace operations personnel. While this course is not intended to provide recommendations or instructions regarding the activities of personnel, it does aim to equip students with an understanding of SGBV to enhance the work of peace operations personnel. About the Authors: Dr. Phoebe Donnelly is a Senior Fellow and Head of the Women, Peace and Security Program at IPI. Dr. Donnelly received her PhD from The Fletcher School at Tufts University in 2019. She is a visiting fellow at Feinstein International Center and a former fellow at the Women and Public Policy Program at Harvard Kennedy School. Dr. Donnelly is an Adjunct Assistant Professor at the School of International and Public Affairs at Columbia University. She has also taught courses on gender and conflict to undergraduate students at Williams College and Tufts University.

Evyn Papworth is a Policy Analyst for the Women, Peace, and Security Program at IPI. Evyn received her MSc in Women, Peace and Security from the London School of Economics and was awarded a prize for Best Overall Performance in her cohort. Before joining IPI, Evyn worked in international development, focusing on Central America. Her previous experience also includes assisting with research at IPI as a former WPS intern and consultant. Evyn completed her Bachelor of Arts in Political Science from Colorado College in 2018.

El presente curso, desarrollado en colaboración con el International Peace Institute (IPI), ha sido diseñado para capacitar sobre violencia sexual y de género (SGBV) al personal que trabaja en operaciones de paz. A lo largo de ocho lecciones, el curso explora diversas materias y problemas relacionados con la SGBV con el fin de aclarar la terminología asociada y explicar los patrones y las consecuencias producidas por esta compleja y generalizada forma de violencia. En estas ocho lecciones se analizan y refutan, por medio de estudios de casos de acontecimientos actuales e históricos, presunciones habituales sobre las víctimas, las causas y los autores de SGBV. También se estudian los principales enfoques y las políticas usadas por Naciones Unidas y otros actores del sistema multilateral para determinar los esfuerzos necesarios que permitan prevenir y responder ante casos de SGBV, así como la metodología usada en las misiones de Naciones Unidas para capacitar al personal de operaciones de paz al respecto. Acerca de las autoras: La doctora Phoebe Donnelly es Senior Fellow y Jefa del Programa Mujeres, Paz y Seguridad del IPI. La señora Donnelly se doctoró en la Fletcher School de la Universidad de Tufts en 2019. Es miembro invitada del Feinstein International Center y exmiembro del Programa Mujeres y Políticas Públicas de la Harvard Kennedy School. La doctora Donnelly es además Profesora Auxiliar de la Escuela de Asuntos Públicos e Internacionales de la Universidad de Columbia.
