Since the inception of United NationsPeacekeeping missions, three core principles have guided the operations of all missions. They are:consent of the parties to the presence of peacekeepers,impartiality in implementation of the peacekeeping mandate, and a very restricted use of force. For some time the use of force was limited to self-defense. The latter principle has since evolved to encompass not only self-defense, but defense of civilian non-combatantsand enforcement (defense) of the UN mandate. UN missions are also now routinely referred to as “Peace Support Operations,” as modern day UN missionsinvolvemore than just keeping the peace, to include conflict prevention and mediation, peacemaking, peace enforcement, and peacebuildingactivities.
