For peace operations to be effective, proper planning, training, and execution must occur on a number of levels. Lesson 3 indentifies the UN departments and offices involved in the phases of planning and preparation, and then elaborates on the responsibilities of the mission’s military component – including military observers, military liaison officers, and armed military – police components, and civilian components. The lesson also discusses the development of UN mission Rules of Engagement and directives for using force, as well as how the United Nations provides guidance and training on peacekeeping.
