Lesson 14 indentifies and examines two current issues involving human rights: non-state actors and terrorism. First, you will identify various forms of non-state actors, such as NGOs, transnational corporations, and religious groups, who have begun to play an increasingly important role in international life. The discussion on terrorism analyzes the current legal framework on terrorism, and demonstrates how terrorism can cause victimized states to themselves become violators of individual human rights.
