Yvan Conoir

M. Yvan CONOIR holds a Licence ès Sciences Politiques, a Diploma of the Graduate Institute of High International Studies of Geneva, as well as a Masters in Business Administration from the Université LAVAL in Québec. He started his career as a journalist and later worked for twenty years with the UN High Commissioner for Refugees (UNHCR), UNICEF, Care Canada, the Centre canadien d'études et de coopération internationale (CECI), and the Pearson Peacekeeping Centre (PPC) in developmental, managerial and directing functions. In his professional life, he developed and managed a great variety of Humanitarian, Reconstruction, DDR, Peace-building, Capacity-building, and Training programmes. His mandates brought him to work and live in Central, Eastern, and Western Africa; South Asia; Central America and the Carribean; Europe; and the Balkans. He also worked as a Consultant for the Government of Canada (CIDA, DFAIT), the World Bank, and the European Commission. He authored various journalistic and academic publications. He also co-edited “L’Action humanitaire du Canada” (PUL-2002), “Faire la paix — concepts et pratiques de la consolidation de la paix” (PUL-2005) and “DDR — défis humains, enjeux globaux” (PUL-2006), as well as specialized training manuals for the Peace Operations Training Institute (formerly operating as “UNITAR POCI”). He is also a Research Associate of the Chaire Raoul Dandurand in Strategic and Diplomatic Studies (UQAM) and teaches at the Political Science and Management Departments of the University of Québec in Montréal (UQAM), the University of Québec in Outaouais (UQO), and the MBA programme at the Université Laval (Québec). He is also co-director of the “Nord-Sud” collection of the University Laval Press (PUL). Since 2006, he acts as Programme Coordinator for the E-Learning for Peacekeepers (ELP) Programme for the Peace Operations Training Institure which offers free online distance courses on peace support operations to tens of thousands of peacekeepers from Africa, Latin America, and the Caribbean.
