Now, I know in a lot of cases, CIMIC officers, or UN-CIMIC officers in this case, tend to get really focused on how many wells have been dug, and how many hospitals have been built, and how many people have been helped in the medical outreach, and all these kinds of things. That’s really of secondary concern. If your external actors are working on those outcomes, along with the internal actors, along with the civilians that you’re at the end of the day trying to help, again they define what success means. They figure out how many people are supposed to be helped, how many humanitarian rations are going to be delivered, how many schools are to be built, and so on.
