The aim of these civil-military projects is really not about “winning hearts and minds.” It’s an approach to civil-military projects in a principled way to community support, of course. And, if you remember in the last lesson we talked about that famous Chinese proverb, so it’s in a continued application of that. And two other mottos about UN-CIMIC which you probably have already learned about: one, “It’s not about us, it’s about them,” and then the other one is “Their game plan, is our game plan.” So the rules by which CIMIC officers manage those projects differ than most project management, because they most closely resemble the approach of development specialists, the external partners that you’re working with.
