¡Nuevo curso! Cada desastre o emergencia es diferente, y también lo es cada operación de ayuda humanitaria. AUTOR DEL CURSO: El teniente coronel René Wagemans comenzó su carrera en el ejército belga en 1977, donde se desempeñó como jefe de la Subdivisión de Respuesta a Crisis Humanitaria (OF-4) en el Estado Mayor. Se retiró en 2014 pero aún sirve como reservista en la misma posición de personal. En su carrera, Wagemans participó en varias misiones de mantenimiento de la paz / cumplimiento de la paz en funciones de personal y comando. Como representante del Ejército belga y miembro del Equipo belga de primeros auxilios y apoyo, participó en varias operaciones de ayuda humanitaria, más recientemente después del tifón Haiyan en 2013. Ha sido miembro de UNDAC desde 2005 y se ha desplegado como miembro de un equipo y equipo. Líder a varios desastres. Comprendre la dynamique d’une catastrophe et tous les acteurs impliqués est primordial pour fournir une aide adéquate aux populations et gouvernements affectés. Au fil des ans, la communauté humanitaire a été critiquée dans sa conduite de certaines actions humanitaires. Les praticiens n’ont pas toujours appliqué les enseignements tirés des précédentes opérations de secours humanitaire. De nombreux documents et manuels ont intégré les meilleures pratiques favorisant une meilleure réponse. Malheureusement, l’action humanitaire n’est pas une science exacte et dépendra de la capacité et de l’adaptabilité du travailleur humanitaire à la situation sur le terrain.

D’importantes catastrophes entrainent souvent la création d’une couche supplémentaire de règles et directives rendant la situation de plus en plus complexe pour les « étrangers ». Ce cours vise à simplifier ces concepts dans la mesure du possible en se focalisant sur les aspects les plus importants afin de démystifier cet environnement complexe. En même temps, ce cours fournit des informations pratiques sur les différents types de catastrophes et la manière d’interagir avec certaines entités et structures souvent déployées sur le terrain. L'édition 2017 du cours comprend des définitions et des principes, une doctrine récente sur les activités d'aide humanitaire et des exemples récents d'opérations de secours humanitaire. Neuf leçons.

Auteur du Cours: Le Lieutenant-colonel René Wagemans (à la retraite) a débuté sa carrière dans l’armée belge en 1977 où il a servi en tant que responsable de la branche de réponse aux crises humanitaires (OF-4) auprès de l’État-major.

Il a pris sa retraite en 2014 mais est aujourd’hui réserviste au même poste. Au cours de sa carrière, M. Wagemans a participé à plusieurs missions de maintien de la paix/d’imposition de la paix à des fonctions de commandement et d’État-major. En tant que représentant de l’armée belge et membre de l’Équipe belge de premier secours et de soutien, il a participé à plusieurs opérations de secours humanitaire, plus récemment après le Typhon Hiyan en 2013. Il travaille à l’UNDAC depuis 2005 en tant que membre et chef d’équipe, à l’occasion de plusieurs catastrophes. Depuis 2011, il est conférencier, facilitateur et formateur dans le cadre de différents cours OCHA-UN ainsi que des cours relatifs au mécanisme européen de protection civile.

Understanding the dynamics of a disaster and all the actors involved is essential to provide adequate assistance to the affected population and government. Over the years, some have criticized the humanitarian community for the conduct of certain humanitarian actions. Practitioners have not always applied the lessons previously learned from humanitarian relief operations. Numerous documents and manuals have recorded best practices leading to a better response when applied. Unfortunately, humanitarian action is not an exact science and will depend on the ability and adaptability of the humanitarian worker to the situation on the ground.

Major disasters often lead to the creation of an additional layer of rules and directives making the situation increasingly complex for “outsiders”. This course attempts to simplify these concepts as much as possible by focusing on the most important aspects to demystify this complex environment. At the same time, this course provides much practical information on the different types of disasters and how to interact with some entities and structures often deployed in the field. The 2017 edition of the course includes definitions and principles, recent doctrine on humanitarian relief activities, and recent examples of Humanitarian Relief Operations. Nine lessons.

COURSE AUTHOR: Lt. Col. René Wagemans began his career in the Belgian Army in 1977 where he served as head of the Humanitarian Crisis Response Branch (OF-4) at the General Staff. He retired in 2014 but still serves as reservist within the same staff position. In his career, Wagemans participated in several peacekeeping/peace enforcement missions in staff and command functions. As a representative of the Belgian Army and member of the Belgian First Aid and Support Team, he participated in several humanitarian relief operations, most recently after Typhoon Haiyan in 2013. He has been an UNDAC member since 2005 and deployed as a team member and team leader to several disasters. Since 2011, Wagemans has been a lecturer, facilitator, and coach for different UN-OCHA courses as well as courses related to the European Civil Protection Mechanism.
