What should the international community and the UN do when a situation — political, social, or military — begins to deteriorate and widespread suffering seems likely, or worse, is actually taking place? When and what action should be taken, and by whom? This chapter will focus on the decisions and processes that go into deploying a UN peacekeeping mission. You will discover the factors, learned from 60 years of best practice, that the Security Council takes into account when making the decision to establish a new peacekeeping mission. The purpose and need for the Strategic Assessment and Technical Assessment Team in planning for these missions will also be discussed, along with the importance of engaging closely with potential Troop and Police Contributing Countries (T/PCCs). Finally, this chapter will discuss some of the key lessons learned in recent years regarding what contributes to the success of a peacekeeping mission.
