This first chapter will introduce you to the normative legal framework for UN peacekeeping operations. You will be introduced to the chapters of the UN Charter that are relevant under international law to peacekeeping and learn about The Universal Declaration of Human Rights, its place in international human rights law, and its impact as a framework for UN peacekeeping operations. On the subject of humanitarian law, you will learn about its foundation in the four Geneva Conventions of 1949 and their two Additional Protocols of 1977. This chapter will also discuss how international humanitarian law limits the means and methods of armed conflict. Finally, the chapter will discuss the strategic function the Security Council plays in setting the mandates for UN peacekeeping missions.
