Once a UN peacekeeping operation has been mandated, all aspects of the mission must be planned with careful coordination and foresight. This planning process requires an integrated approach that will harmonize the efforts of a variety of actors — civilian, police, and military; UN and non-UN; humanitarian and developmental; local and external; government and non-government. Chapter 5 focuses on the importance of planning a peacekeeping operation as well as the importance of taking an integrated approach to this process. Through this chapter, you will learn what an integrated mission is and you will understand the rationale behind the need for mission integration. Finally, you will read about the Integrated Mission Planning Process (or IMPP) and its purpose in ensuring a common understanding of the issues to allow planning by all the relevant actors in the UN system.
