Course description
The purpose of the two-week long International Military Course on the Law of Armed Conflict is to help governments to better understand their obligation of ensuring respect for the law of armed conflict within their armed forces.
The course is designed for military officers of all services, normally of senior rank, along with legal officers and civilians responsible for the implementation and dissemination of the law of armed conflict.
The basic principle of the courses is to provide officers with the opportunity to learn in an international context how to behave in operational situations, taking into account the humanitarian rules of armed conflict.
This international attendance provides participants a unique opportunity to increase their knowledge by comparing different attitudes, backgrounds and perceptions on an issue as sensitive as the law of armed conflict. The officers are reassured to find that their counterparts in other countries face similar problems, that they have a similar moral code and the same need for clear rules and unambiguous instructions.
The following aspects will be covered: General introduction to LOAC, Strategic situations, State responsibility and command responsibility, Means of warfare, Rules of engagement, Operation planning, Methods of warfare, Behaviour in action, Occupied territories, Neutrality and the role of the ICRC.
